Turn the portal checklist into a page sequence
Before changing anything, open the portal instructions alongside the PDF. Write the expected sections in order: application form, signature page, proof of address, and supporting evidence, for example. Then count the pages in the current file and map each section to its present page number. This short map prevents a plausible-looking but incorrect reorder.
Consider a six-page application: pages 1–3 are the form, page 4 is an outdated bank statement, page 5 is the signed declaration, and page 6 is the current statement. If the portal requests form, signature, then current statement, the output sequence is 1-3,5,6. Page 4 is omitted deliberately. A filename such as application-final.pdf says nothing about that decision, which is why the sequence deserves its own review.

If the portal requires every page, use a complete sequence rather than assuming omitted numbers will remain. Fix orientation deliberately, not by rotating the viewer

When to split or merge instead of forcing one sequence
Page Manager works within one PDF. If the signature page is a separate PDF, first use PDF Merge to put the files into a working copy, then reorder that copy. If an attachment needs separate review, use PDF Split to create a smaller copy without disturbing the original packet.
For example, a portal may ask for the application as one file and evidence as another. Merging everything just because it is convenient creates an upload that is harder for the reviewer to process. Keep the portal's file-level requirement separate from page-level ordering. The tool can rebuild a page sequence; it does not infer the number of files the recipient expects.
Review the generated PDF as a recipient would
After downloading, close the editing tab and open the new PDF from the saved file. Check the first page, every boundary between sections, every rotated page, and the final page. Confirm that the signature is after the document it signs, dates and attachments remain paired with the right form, and no blank or superseded page slipped in.
Use a small upload checklist:
- The page count matches the sequence you intended.
- The application begins with the requested form, not a cover note.
- Signature and date pages follow the relevant form.
- Each page is upright and readable at normal zoom.
- The selected filename identifies the final version without overwriting the original.
Browser-local processing can be appropriate for sensitive files because this tool reads and rebuilds the PDF in the browser, but that does not remove the need to follow a portal's privacy and document rules. For immigration, financial, legal, employment, or medical submissions, check the receiving organization's current instructions and keep an untouched original until the submission is complete.
