Word will not move a section past a protected region: check the document boundary

Diagnose a blocked heading move in Word for Windows, identify editable regions, and prepare an owner-approved rearrangement without losing reviewer wording.

If Word lets you select a heading but refuses to drag its section farther down the document, check for protected regions before trying another editing method. Preserve the received document and ask its owner for an authorized rearrangement or an editable review copy when the intended move crosses a restriction.

Check whether the heading is movable in this interface

Use the Headings view of the Navigation pane in Word for Windows, then check whether the destination crosses protected content. Microsoft's Navigation pane documentation explicitly says that a section may not move beyond the last protected region.

That source covers Word for Microsoft 365 and Word 2024, 2021, 2019, and 2016 on Windows. It says Mac and web behavior differs. These are documented interface versions, not a statement that every listed edition remains in support. The instructions were checked against Microsoft documentation on September 12, 2026; no desktop Word session was used to test this document.

Open the pane with Ctrl+F, or View > Navigation Pane, and select Headings. Body paragraphs using heading styles appear there; headings inside tables, text boxes, headers, or footers do not. In an editable document, dragging a heading repositions its section. A missing heading and a visible heading that will not cross a boundary therefore need different investigations.

If your interface does not match, identify the Word platform first and use its current Microsoft help. Do not convert the document or remove its structure simply to imitate this Windows workflow.

Locate the editing permission before changing the order

Use Review > Restrict Editing to inspect the document's permitted regions. Microsoft's protected-document instructions describe Find Next Region I Can Edit and Show All Regions I Can Edit for locating areas available to you.

A locked-selection message is useful evidence, but the absence of that message does not prove that every proposed move is allowed. Record the starting heading, its intended destination, and what happens when the move is attempted. Being able to revise a paragraph is different from having permission to rearrange the surrounding document.

Keep an unchanged copy of the received file. If copying is restricted, leave the original in its managed location and record the proposed order separately. Saving a file under a new name does not grant additional editing rights. Avoid experimenting with protection settings on the only copy.

Give the owner a specific move to approve

Describe the source and destination using neighboring headings, so the owner can assess the structural change without guessing. A request to “fix the navigation problem” does not explain which content should end up where.

For example, a maintenance handbook contains Overview, Access rules, Equipment checks, and Emergency contacts. The editor wants Equipment checks immediately before Access rules, but the document contains a protected approval block. Record the desired order and include whether the equipment subsection titles should travel with it.

The owner can then perform the move or supply a review copy that permits it. Keep these questions together in the request:

  • Which heading and subordinate material should move?
  • Which heading should immediately precede and follow it afterward?
  • Must wording remain unchanged, or are revisions also authorized?
  • Which version will the owner use to produce the controlled final file?

This separates the editorial decision from the software symptom. If the owner intends the restriction to remain, a proposed outline may be the complete review deliverable. There is no need to force an edit merely to demonstrate the new order.

Check the moved passage without comparing the entire rearranged handbook

Compare the same authorized passage before and after the move, excluding its new neighbors. Otherwise, an unchanged section in a new position can generate a large difference display that obscures a small wording error.

Once an editable review copy is available, retain a baseline excerpt from Equipment checks. After the approved move, copy that section again and place the baseline on the left and the candidate on the right of ToolboxHub Text Diff. Use only content approved for browser processing; confidential material can stay within the organization's managed document-review process.

Start with Line mode for a short checklist. Switch to Word mode to inspect changed English wording, or Character mode for a part number or a short instruction. For instance, the baseline might say “Inspect valve V-12 before restart,” while the candidate says “Inspect valve V-21 before restart.” The difference calls attention to the identifier; the maintenance owner must still decide which instruction is correct.

Keep the comparison small and aligned to the same opening and closing sentences. The tool compares pasted text and does not interpret a section move as an editorial action. It cannot open, edit, unlock, or save DOCX files, and it cannot inspect content that was not copied. Matching text does not establish matching formatting or permissions.

If copy operations are unavailable, stop this excerpt workflow and ask the owner to provide an approved excerpt or review the wording in Word. Do not use another format as a way around the restriction.

Review the document boundary after the move

Inspect the beginning and end of the relocated material in Word, then check the point it left behind. A successful drag only shows that the action was accepted; it does not establish that the resulting handbook is ready to distribute.

Read the last paragraph before the moved section, its first paragraph, its last paragraph, and the following heading. Check that a warning has not been separated from the instruction it qualifies. In the old location, look for a stranded caption, an empty introductory sentence, or a reference that still points readers to the previous order.

Review tables, images, page layout, and numbering in the actual document. Plain text cannot show whether a figure now appears beside the wrong procedure. If any uncertainty remains, record it for the owner rather than treating an unchanged diff as approval.

Save the authorized candidate as a distinct version and reopen it before handoff. State what moved, what wording was checked, and what still needs the owner's review. Keep the received baseline until the controlled revision has been accepted.

Does a blocked drag prove that protection is the cause?

No. It is a documented possibility. Confirm the platform, heading visibility, and editable regions before drawing that conclusion. If no restriction explains the behavior, give the owner the exact source and destination headings for further diagnosis.

Can I fix the problem by making the title bold?

Bold appearance alone is not the same as a heading style. A missing Navigation entry needs a structure check in an authorized copy. It does not explain a visible heading that stops at a protected boundary.

Will Text Diff rearrange the Word document for me?

No. It compares two pasted excerpts. Perform authorized structural edits in Word, and use the comparison only to locate possible wording differences.

Is matching text enough to approve the new version?

No. Matching excerpts leave layout, omitted material, section boundaries, and permissions unchecked. The owner should review the actual candidate file before treating it as the controlled version.
